The July 1999 issue of Flight Lines leads with a somber President’s Message from Will Barclay addressing the tragic loss of CPA member Justin Kramer and his friend Jennifer, who were killed in a mountain flying accident near Hayden Pass on July 3rd. Despite Kramer’s extensive experience and cautious flying practices, the accident underscores the inherent dangers of Colorado flying. Barclay emphasizes critical safety practices including taking CPA’s mountain flying course, maintaining safety margins, filing flight plans, obtaining weather briefings, and always maintaining an escape route.

The newsletter debuts two new columns focused on aviation safety. A new Safety Column is introduced, while Bill Linenberger, newly appointed to head CPA’s Flight Safety Committee, contributes the first “Flight Following” article exploring the differences between flight following and flight plans. Linenberger illustrates potential gaps in flight following through a personal experience and recommends filing VFR flight plans as a minimum safety practice, using flight following as an addition rather than a substitute.
