Court blocks wind turbine construction near Meadow Lake Airport pending hearing

On December 19, 2025, after a status conference, the El Paso County District Court ordered the landowner not to start building the wind turbines until after its ruling, due February 2, 2026 (or February 10 if it heard more argument). It was not a ruling on the airport association's request for a preliminary injunction. Wind turbines near the runway can be a hazard to aircraft on approach.

FAA determines proposed wind turbines create hazard to air navigation at KFLY

The FAA has determined that proposed wind turbines near KFLY would create a hazard to air navigation, blocking their development. This protects a critical general aviation airport from infrastructure that could restrict airspace access and flight operations.

Background

About Meadow Lake

Meadow Lake Airport is a 327-acre privately owned, public-use airport east of Colorado Springs. It serves as a critical training facility for the U.S. Air Force Academy's Precision Flying Team, which conducts 59% of its sorties at KFLY. The airport is currently fighting a proposed wind turbine installation that the FAA has determined would create a hazard to air navigation.

Wind Turbine Hazard

Two 75-foot wind turbine towers proposed within half a mile north of the airport would penetrate the Runway 15 20:1 visual approach surface. The FAA determined the structures 'cannot be mitigated' and create 'substantial adverse effects' to flight operations. A court order blocked construction in December 2025.

USAFA Training Impact

The U.S. Air Force Academy conducts 59% of its Precision Flying Team sorties at Meadow Lake. USAFA reviewed the wind turbine proposal and warned it could reduce training capacity by up to 40%.
