POOR JUDGEMENT OF THE PILOT AND HIS MISJUDGEMENT OF ALTITUDE WHILE BUZZING OVER GLASSY WATER. HIS LACK OF VISUAL QUES TO JUDGE ALTITUDE OVER GLASSY WATER WAS A RELATED FACTOR.
